Safety and surety lie only in buying after a market has risen sufficiently from its bottom to show that its previous troubles are past, and in selling before the rise has become a matter of mere foam that, in the natural order of things, must presently vanish. And for the bear it means that the time to sell is after a market has definitely turned downward from a hysterical top, and the time to cover is before hysteria has produced an unjustifiably low bottom.
